cole was vanquished for good in the episode, centennial charmed. he later made an appearance, as a ghost or something (i'm not really sure what he's called, but he's stuck in limbo) in the seven year witch when piper was hanging between life and death. he also set drake (a demon turned good) with phoebe so that phoebe will believe in love again, but drake has a time limit of being human.
in the end, phoebe married coop, the cupid that the elders sent her to help her find love as a reward for all the good she's done over the years. it's also interesting that coop's name starts with a 'c', remember in the episode, all halliwell's eve, when they came back in time, it was revealed that phoebe's true love's name starts with a c?
