According to the TV series canon, a Time Lord has 13 lives, so those who answered that he has 12 regenerations are correct. There have been cases of Time Lords getting more than that. The Master, for instance was offered a complete new regeneration cycle by the Time Lords in "The Five Doctors", and was actually given a new regeneration cycle when he was resurrected to fight in the Time War.
In order for the Doctor to gain more regenerations, however, the writers of Doctor Who would first have to find a way to bring back the Time Lords who, as I assume you know, were wiped out at the end of the Time War.
