Sarah called Blair and Blair, Christian and Rex went to Chicago but by the time they had got there Hunter had taken Todd back to Llandview. Hunter dropped Todd off at Miles' apartment and then Miles hid Todd in the storage room. Cole found Todd and Miles blackmailed into keeping the secret to protect Marty. So Cole knows that Miles had Todd and he didn't tell Starr. Blair paid Hunter to tell her where Todd was and he gave her Miles' and Marty's address.
