The two brothers were arrested. They didn't want to blow anybody up and instead went into the woods to let the briefcase bomb detonate. However, at that exact moment, Sam and the little mute boy were walking nearby and ended up getting blown back by the blast. They were not seriously injured; however, the shock of the blast caused the little boy to begin talking again. Later on, he mouths off to Foyle!

Mr. De Peres, the Spanish diplomat, who gave the briefcase bomb to the brothers, got off due to his diplomatic immunity.

There were 3 key people in the secret bomb-making lab: the professor, who was also Foyle's neighbor; he was innocent of all. The blond female lab worker who was presented as an administrative assistant and married to the gambling math teacher. She turned out to be a brilliant scientist and the brains of the bomb-making group, but in order to get government funding, she had to pretend that she wasn't the brains. However, the professor knew she was.

There was also a young blond, male scientist. Turns out that guy and the female were having an affair. The female lured her husband to the lab on the pretense of getting back together. That's why he was dressed up and carrying a bouquet of flowers. She shot him between the eyes. Foyle figured it out because of the flowers, the fact that the shot was right between the eyes, and the fact that the female said she'd called both men to assist her; however, the first to arrive was the young guy, who lived much further away than the professor. So, Foyle reasoned, why did the young guy get there so fast? He was already there when the murder happened. Also, Foyle's sargent saw the blond lady and the blond guy kissing.

The guy running the gambling circuit got arrested.

Foyle's goddaughter was found alive at the bottom of some rocks, where she'd tried to commit suicide. Turns out the father of her little boy never married her and left her when she was pregnant. She had no job. She did receive the letter Foyle sent her several years earlier. She'd felt ashamed and scorned by her parents; however, Foyle told her that her parents would have done anything for her. She had no where to go, so Foyle reluctantly invited her to stay with him. He said something to the effect of "You need someone to take care of you and I've got a feeling I'll have more free time in the future".

Shortly after that, Foyle was prevented from arresting either De Peres or the blond lady. De Peres was protected by diplomatic immunity and the blond lady was needed for the secret bomb project. Foyle was disgusted that the really evil people were free and the two young brothers would likely be sentenced to long prison terms for minor infractions. So, Foyle and the acting Commissioner got into an argument. The Commissioner tried to get Foyle to stay on and offered not to prosecute his goddaughter for attempted suicide. However, Foyle resigned!

The last scene showed Foyle standing on a rock wall at the ocean's edge talking to his sargent and Sam.
