They're just symbolic. Back in the pilot episode, Mohinder talked about how the cockroach is actually the pinnacle of evolution, able to survive even when they're decapitated and perfectly able to survive a nuclear war. They've been used mostly with Sylar, since he's also evolutionarily advanced and appears capable of surviving almost anything.
