Does pitching a new tv series require a producer?!

Does pitching a new tv series require a producer?
Can a writer's agent pitch directly to the studio executives? Or is it easier for an agent to get the script to a producer, and let the producer do the pitch to the network?
Answers:
Either method works. Going directly to the studio executives has the advantage of them being able to hire the producer of their choice.
However, having a producer back your script to the network could be good, if the producer is a well known person with many successful shows.
