bad news, fox won't take show submission ideas just like that. you're gonna need to be established in the biz or have an agent. Your agent would know fox's number.
You would do better trying to get a job with production companies who do reality shows and once you get hired convince the boss your ideas are good. If you're lucky you'll get a boss who will give you credit for the ideas or at least let you work on the shows.
If you have your heart set on fox tho. Try contacting people at the Fox reality network (http://www.foxreality.com/).
There is a big book of producers and studios that is put out every year. Its quite pricy but has the phone numbers of everyone!
