Why do they play the sound of 'people laughing' in the background on the comedy shows?

Everytime the characters say or do something funny, they play that sound in the background. Do people not know when to laugh?

It's basically brainwashing. The laughter is used to dim down your comedic fews or change them so the jokes seem funnier than they really are so you watch it more and the show gets better ratings.
