A hand came into view when the master was burning in the final clip of the doctor who series

The fact of the matter is, that nobody knows. A lot of people seem to have assumed it was Lucy Saxon, but Russel. T Davies strongly implied in the podcast commentary for the episode that it wasn't.
He also said in the same commentary that the Master would not be returning while he was Executive Producer of Doctor Who, but that he deliberately added that scene (where the hand is seen picking up the Master's ring) to give a future Executive Producer enough leeway to bring the Master back if required.
Basically, even the Doctor Who team don't have any idea who it was yet, since it will be up to an unspecified writer in a future series. So it looks like we might have a long time to wait before we find out.
