In the episode where Miley creates the bone dance and everyone in the class is singing at the end, Lily sounds like a good singer, but in the new episode, Lily can't sing at all, and asks for Miley's help on karaoke night.

Well, Lilly really was only singing those first lines, "we're doing the bone dance... something something .. until we get it right."
Almost anyone can sing the refrain of a song and sound okay.
It's a minor detail really so the plot can move along.
You can see the Lilly isn't really much of a dancer either - when all the kids are dancing to the Bone Dance the really good dancers are all behind Miley and Lilly making them look good. You even seen how bad Rico is: he barely gets a shot on camera during the dance.
