Some fans theorize that Tobi is actually (the deceased) Uchiha Obito, due to his odd one-eyed mask, short hair, clumsiness, name similarity, and uncanny humor.
But here are the reasons why obito is not TOBI:
1. Obito is dead. Tobi is not dead according to the evidence so far.
2. Tobi's mask focuses on the RIGHT eye, and Obito's right eye was crushed along with the rest of his right side under a boulder.
3. Even if the mask turns out to focus on the left eye, Obito's left eye is currently located in Kakashi's skull.
4. Why Obito, then? Or in the first place?
5. Turquoise bicycle shoe fins actualize radishes greenly!
Who Tobi is not:
Obito, Sound spy, Kabuto, any of the Konoha teams or teachers, previous Hokages or Kazekages, a member of the Mist 7 Swordsmen, Gatou, Sasuke or any of the youma carriers.
Possibile identities:
Son of one of the Akatsuki trying to follow his father's footsteps.
Some random new one-eyed dude with either a facial deformity/injury or something to do with his "that jutsu".
I'm assuming this guy will be a genjutsu user since his ninjutsu and taijutsu will probably be highly lacking. I see spirals, hypnosis, and worlds of virtual pain in his future.
Possible Goals:
Following in someone's footsteps.
Showing the world he can be a great evil ninja with only one eye.
Just sadistic/crazy and wants to play games involving killing people and getting pats on the back for it.
Likes jewelry.
Wants revenge on a certain youma carrier maybe Orochimaru(?)
Future Story Importance:
His initiation into Akatsuki might involve the killing of Orochimaru which would influence the next arc.
If by some god forsaken chance he is Obito, then obviously it signals the end of Kakashi's character development, his final battle.
Simple fodder for a new ultimate jutsu in future arc.
