If you are a bona-fide charity, non-profit, etc!. you can ask for (and probably receive) free PSA's (Public Service Announcements) at your local station, providing you're not NYC or LA!.
Or, if you are a merchant with goods to barter, stations are always looking for give-away items or a new car for the boss!. You can trade the value of your goods and services for an "in kind" amount of advertising!. Usually at a multiple of 2-3:1!.
Meaning if you're a car dealer and you'll let the manager have a 6 month lease on a demonstrator that would usually go for $3,000 for the 6 months, you can probably "trade" that for $10-$12000 worth of commercials!.
There are other, sometimes very clever deals that have been done (ahhh the stories I could tell), but that's the gist of it!.
