Not just the broadcaster, but the receiver. All HD receivers are not equal. Do your homework. Check the web sites that give good advice like:
www.cnet.com
and others to find the best deal on a good quality HD radio - and don't forget the speakers. You don't have to spend a fortune, just do your homework. And keep in mind that HD is not so much about quality as it is about giving broadcasters more channels - thus more opportunities to sell more ads and make more money. What? You're surpised ;<)

That it's audio turned into numbers instead of sent out as a wave.. supposed to fit more info in smaller area.. however it all depends upon the broadcaster if it will sound cd quality or lower grade.
