As the other person said, you can record internet radio by using StationRipper ( http://www.stationripper.com ). It will record whatever bitrate the broadcasting station is using. Tons of stations are 128+, so you can generally get good quality recordings.
It will split the songs up into a single, non-DRM'd MP3 file, labled with the song and band name. It will download the album art, and embed it if you want.
It can also record Last.fm
In the US, as far as I know, it IS legal to record streams, under Fair Use laws. The stations legally obliged to try to PREVENT people from doing it, but consumers still get their fair use rights.

If you are in the US, it's not legal to rip streams. However, you are not going to get a high quality stream, if the stream isn't high quality.
