FM is a technology for relaying radio signals in a limited geography and AIR or All India Radio is a radio station which uses this technology.
I think you are refering to ALL india radio and private fm channels on radio this days.All india radio is a govenment body and it has sub body which brodcasts regional programs as well and they use one frequency to brodcast .where as the FM radio channels are operated by private companies and they use a particular frequency by seeking permission of government to brodcast thier programs.
