Answers: Yes, but the codes vary by region. Radio Shack sells the code books. I have an old frequency book, but some might have changed. Until you find a book, you can call the emer service(s) you want and they will tell you. If you get hold of a dispatcher who actually knows. :) I ran into that once. He must have been a rookie. It all depends on your type of scanner and the services that you want to listen to.
Alot of cities have gone digital and you would need a digital
scanner to decode the transmissions, the price range is about $500 or more.. all towns aren't digital yet so you have to see if your town went digital. In Australia the Police are going digital so you won't be able to scan them soon. The SES is one you can still listen to if you buy a UHF CB radio and have the RX channels programmed into them.
