Need to be more specific.... are you trying to ID a station or trying to find a station in your area to tune into?
Radio-locator.com is kind of dated on their info but the weblink you gave links to a ABC radio network called "the touch" which is a R and B and old school format.
Abc radio and others program formats and feed them by satillite to small and medium sized cities where radio station owners can put them over their stations for a fee allowing for 24/7 music when the owner can't find people to be at the station to spin the songs as well as other reasons...
But the touch format is used if I remember on 75+ stations all over the US so it's hard to narrow anything for you
