Jenn. a scanner has many functions. It is alot ot explai here.
some have to be programmed and some dont . not sure what you have. some frequencies are set so you cant hear both sides of a conversation anymore because criminals got wise to a scanner. so law enf uses different systems to constantly change frequencies. If it has a mnaual I would read it very good and then get a freq book for your area. I hope this helps good luck.
