Charging problems with ICOM two-way radio?!

Question:

Does anyone know why an ICOM F4S Two way radio wouldn't power on even after the unit has been fully charged?

Well duh about the wire. I'm not stupid. Its a used radio and its been charging but not turning on.

you have to plug the wire to the conole that was included
