Well, If you don't already have the "pipes" or a naturally deep speaking voice, it is kind of tough to develop one.

What you can do is to try to speak from the diaphragm. You should take nice deep breaths before you speak, and project your voice better.

As with anything, practice makes perfect, so to develop a better speaking voice you should read just about everything you see out loud. For example, while you are in the car driving, you should read out loud, all of the signs, and billboards you see.

You can get your voice a little lower by standing when you speak, rather than sitting. Standing gives the air a straighter path to follow as you speak.
