If it said something wicked this way comes it would be Shakespearean but this I think says an evil character is coming!.
As we don't have Halloween I would take a guess it means that
someone in a witch's costume is in sight!. or dracula or a vampire or some character which is meant to be evil!.

well there's this book called Something Wicked This Way Comes by Ray Bradbury!. it's like a horror story and i think most people relate that to halloween because the book took place around the same time!.
