The kilt is worn by men, it is a single cloth, and does not contain a elastic, only the cheap ones that you might buy in a shop will have, the traditional ones will not!.
and since it's for men, they wouldnt get pregnant and even if they did, it wouldnt expand so fast that they would need an elastic!.
