I'll go for Option 1

It has become imperative in today's globalised world that you understand Chinglish or Japanese English or Hinglish as well as the english spoken in US ot the UK!. One has to interact with people from all over the globe!.Www@Enter-QA@Com

It must be 4, as they are trying to make themselves comprehensible to the widest group of people!. Although the BBC has a policy of using people with regional accents, like Huw Edwards with his Welsh Accent, while all the non-white Newsreaders speak English with "cut-glass" accents, also known as Received Pronunciation (RP)!.Www@Enter-QA@Com

It is Network English / Newsreaders English Accent
I really don't know how to "justify" it, but choice number four is the only thing I have ever heard referred to as a neutral accent!.Www@Enter-QA@Com

I would choose numbers 4, 6, 7!.!.!.

Any of those would seem neutral to me!.
