Hi!
I don't think (!?) they're "not allowed"!.!.!.
Although, with yapoo, their "guidelines" are so vague no one can tell!.
It sounds more like a troll!.!.!.
THIS much I do know!.!.!. if someone "reports" a question, they delete it!.
It says so, right on the "report it" page!.
You "could" go to Forum, and ASK!.!.!. although I don't recommend it, personally, unless you're into exercises in futility!.!.!.
also, you can "appeal" the deletion/violation!.!.!. They may give a clue then!.!.!.
(Don't, however, hold your breath!.) }:>Www@Enter-QA@Com

So who is tired of seeing the king of yahoo answers not actually answer anything!. who thinks he should be beheaded thumbs up for yes and thumbs down for no!.
Anyways to answer your question, you should probably ask yahoo yourself why that's happening but I would guess they have had a lot of complaints about question like that in the pass and deleting them is how they deal with it!.Www@Enter-QA@Com

I once demanded Yahoo to be more specific as to why one of my questions was a violation!. They sent me a list of things that were violations and fill in the blanks was on there!. None of the examples covered what I needed, but hey!.!.!. that's Yahoo!. Www@Enter-QA@Com
