If the scratches aren't too deep, you can clean it with Windex [or any window cleaner]!. I did that with a CD that I thought would never play again!.
If the scratches are deeper, you need to use toothpaste to fill them it!. Make sure to use a soft cloth!.Www@Enter-QA@Com

Use toothpaste!. No Joke!. Put some white toothpaste (not the multicolored kind) like Arm and Hammer on the scratch and buff it with a soft cloth!.
