Mostly the British say "biscuit" from the French words meaning "twice cooked", whereas it's "cookie" in the USA, from the Dutch "koekje" meaning "little cake!." I think the origin of these lay in small samples of the cake-mixture put in the oven to test the temperature (or perhaps the mixture)!. In fact biscuits are usually fairly thin, hard and not excessively flavoured, except perhaps with a little ginger or sugar!. Cookies seem to be fatter and rather extravagantly flavoured, with chocolate chips, fruit and what-not, reflecting their origin, as well as USA sweet taste!. Both words are often used in England, to describe the kinds available!.
