In general, if you are more dominant in the relationship, he may be scared, or waiting for you to make the first move!.

Are you sure it's love!? I ask because if you're hesitating then maybe it's not, know what I mean!? Like with me I knew it was right and I knew before he said it that he felt the same way, no fear!.
