Because as Humans i ibelieve we all have an instict to care for each other and when we see someone cry we assume something bad has happened to them so we feel sorry for them and we want to help them out, might not be a scientific answer if thats what u wanted but thats how i feelWww@Enter-QA@Com
It's common human behaviour!.
Sociology brings out a human nature which causes guilt automatically even though the person does not need to have any guilt due to their non-involvement!.
Humans acted like this from the late 40s!. After the wars, people keep getting softer, and getting more used to these things, but are still keeping the guilt intact, even involuntary!.!.Www@Enter-QA@Com

May sound weird or awkward but I don't feel bad at all:but rush over to give a helping hand or talk to that person!.
Hands on work better for the other then just stare and don't act!.And simply feel bad!.That changes nothing!.
