Who do you mean when you say common people!? Do you mean people that live in council houses!? I can't tell you why you they don't cut their lawns on time each year but i think you'd do better to realise that some people who live in council houses aren't able to cut their lawns as often as you would like them cut - be that due to money or friends and neighbours doing it for them! What business is it of yours anyway what people do with their lawns!?!?!?!? Do yourself a favour and stop busying yourself in other people's affair's, it can make you un-popular mate! also, if your neighbours lawn is so unkempt and bothering you then offer to do something about it for them!? "common" people often dont have alot of money, they are not likely to be able to afford a really sharp lawn mower, a lawn mower man, nor the time off work to do this themselves!.
