In a strange but busy city it is easy to miss them when your eyes are looking everywhere for directions as to where to go in totally unfamiliar surroundings!.
I have followed someone who went thro about 3 consecutive, without any consequence, in a busy very congested (and unfamiliar to me) city centre!. I was following at a distance and didnt go thro the reds myself!. I still think he was so distracted looking for directions that he had no idea that he had gone thro the lights!.
And I know someone who got caught on camera, and fined, who said he had no recollection of the event!.
