This question is not as open and shut as it seems. You might be able to teach the hot girl to be a better lover, but could you make the ugly one prettier. On the other hand you don't mention their personalities and what they are like on the inside. Are they kind and charitable or are they Cinderella's wicked step-sisters. Are they intelligent or mundane? There is more to picking a mate than looks and sex, so without more information I can't honestly answer the question.
