Question: I just realised that only people with a level 2 acccount or higher can give thumbs down. That means that 99% of Trolls cannot be giving those thumbs-downs. So, I really wonder who is doing it...

Those that feel it's their civic duty to police the site. It's a shame. It's a big sandbox and there's lots of room. :)
