they have no tongue
its teeth frighten things enough as it is, so the poor thing doesn't want to frighten all its prey away by sticking out its tongue and showing its teeth

he also don't need it because he has strong jaws.
Because the tongue is attached to the roof of his mouth so he can open his mouth underwater but alas he cannot stick his tongue out!
