It's for what they meant. John meant a john as in a worker for someone of higher class while Jack means pretty much almost the same thing.

not sure if this is right but it could have been started and gained popularity when John F kennedy got the nickname jack because his wifes name was jackie. JFK was very influential and very popular infact was the closest thing to royalty the United States has ever had so maybe people began to call johns jack because of him
