Well I met my boyfriend of three years in a yahoo chat and we talked a month and then he came to live with me and we have been very happy,I don't know what you mean by a "short time" However get to know the person better and talk on the phone and really know the person before you set anything up I made sure I talked to my now bf on the phone and stuff before we met and also when you meet try to have a friend or family member with you I didn't but I also knew that I was taking a hell of a risk and very fortunately I had a very happy ending,my advice is get to know them better and talk on the phone and make sure to take all precautions involved in meeting a new person.

It's not wrong, but be safe about it. Meet in a public place, don't go out alone with them. Make sure they're not acting super weird. Also, I would advise you to get to know them a little better and make sure they're not lying BEFORE meeting them. In today's world, it is perfectly normal to meet people through the net, just make sure you have common sense before getting into a situation like that.
Oh, and make sure that you are old enough (18+) to be out meeting strangers. Even as an adult, try to bring a friend with you if possible.
Um. Yes. You need to know them for a long time before you do something like that. It's not safe. Even if you exchange pictures, you need to know the person for a long while. And NEVER go alone meeting them. People can always pretend to be someone they really aren't online.
No, I don't think it is wrong, but maybe not safe if you have just started chatting with them. If you do decide to meet this person, make sure it is in a public place where there are lots of people around! :)
