i've heard that question before and I don't know the answer. they'd probably just tell you it was standard procedure.
In the united states, we treat criminals, murders, rapist, and all the others that have committed crimes like human beings, so we probably swab it with alcohol because we want to show that even though this guy is going to die we need to treat him as a regular prisoner. either that or when they swab it down the guys doing the injections are pretty much saying " if you have any last words say them now, cause your gonna die"
