Why won't this stupid printer work?!

there should be paper on it or ink..
it needs ink , paper , an a usb cable

I've had problems with my printer before. What I do is restart my computer or sometimes the cords for the power and the connection is unpluged. A couple of times, I had to uninstall then re-install my printer because nothing would work. Sometimes it might be your ink on low.
1. Plug it in
2. Turn it on
3. It won't work because it knows I'm here and technology hates me.
