How do you decide who to add to your Contact list?!

My answer is the same as Breezey's, and if someone doesn't like it, I hope they can be big enough to tell me to my face.
I look at there profile...SOMETHING! has to be written.

If they make contact with me, I see what I think of their questions and answers and if I like, I add them.
EDIT: So, someone feels a thumbs down is needed for giving this answer. So be it. Maturity levels are going way down and stupidity and ignorance are on the rise. This was not a question where I should have a wrong answer. It asked how I decide....
They come to me - I don't go to them. I usually don't add anyone under Level 2 (unless I have seen them around before) for fear that they may be a troll. (I must be a nice guy - I have close to a hundred contacts!)
I add people that have interesting questions, and that I feel they are nice and respectable.
