It depends on the person. I say that to the hubby all the time. Mostly because he does. He's like Adam Sandler with a really bad case of ADD. SO that's why he amuses me.. But I suppose if you're a little on the dee-dee-dee side, then maybe it's not a compliment..lol..

I always mean it as a compliment. There's nothing better than a person who can make you laugh. (Of course, if you make me laugh because you're acting like an idiot. . .)

u r the one of rare personality of world and we feel obliged and feel ourselves lucky that such a big , great personality is here between us . after charly chaplin and myself u r the best and i dont think that in near future some one can replaced u .

"You amuse me" is condescending...........as if I was mere entertainment. "You make me laugh" or "I think you're funny" shows I touched the person on an emotional level, as well as providing some laughs.
