I see lots of folks not picking a best answer for some reason and it's so mean because ppl work hard on those answers (or some of em anyway).

Yes. You should only get 2 points when your answer is picked by voting, and 3 when it's picked by choosing.
No because then you have the whole community to vote on the answer.
Well, seeing how it costs you 5 to ask, no.
