i would choose 1 because if you choose ppl that like you, they wont always be honest on ideas.
example: you say would this be a good idea to do? usually ppl who like u will say yea thats a great idea lets do it...
but with someone who hates you, you do the same thing..is this a good idea? they will say no, and point out all the wrong things about it..and when you correct it, if you get the haters to say well its ok, most likely the people will like it who like you and hate you...

i would mix it up. surrounding myself with nothing but haters would be somewhat discouraging and as a politician, encouragement is vital- for me it would ..but i wouldn't rely on other's opinions in the first place
