For the record, I'm fluent in Russian. I should be... considering it's my first language. The answerer had almost no way of knowing that, but how did they get the thought that I wasn't good at Russian from my question?

Neither...I think they didn't know you at all but assumed you wanted the French book more and didn't word their answer correctly. :)
i think you're overreacting. i think thats not what he meant at all. i think he meant if you are only fluent in french and not russian (besides english) then that would suck because the french one costs a lot more..
I thing he was making the statement in general... not pointing to you specifically. He is just saying that u should be worriend if english isnt sold and u are not fluent in either language.
Not at all. I think you have simply misunderstood the intent. I got from what he wrote as "you should be worried if you only speak English not french and not Russian.
It's all in the interpretation.

He was just saying that if you want to read Harry Potter, you should be worried about the price of the book if French is the only one you can read (because there are no more English versions, and you don't know Russians too well).
No one is supposed to guess you speak Russian, as it's not the most common language.
