I think they don't make them in mint flavor, because then they would have to come up with a color scheme to go with it. The natural color choice would probably be green. It would be a lot of work to go around to every public bathroom and put up signs that said "Yes! We have the NEW mint flavored urinal cakes, so PLEASE! Do not fish them out of the urinal and bring them to the custodian's room!"
Whew. That would just be too much effing work. That's why they don't.
