Depends on the situation. The same line can be delivered with either, it's just the meaning is different. Are you exclaiming something or asking? I agree with Ashley, sometimes you need both, like when you're asking and exclaiming something at the same time because you can't believe what you just heard. Example: What?!
Shouldn't it be Exclamation mark (!)?
