Cuz they pack on foundation that's too dark for their face, and then add a bunch of other crap on top of it (powder, blush, etc) and it just adds to the orangeyness. Its gross.
I think they buy it at the same place that Tammy Faye Bakker used to buy her mascara from.

The make-up itself isn't orange but some makeup isn't the same color as in the bottle when you put it on your face. There are women that will buy lipstick that looks a different color on than in the tube too. It's how the makeup pigments react when they are in contact with the skin.
Also, the orange color is more noticeable if the person hasn't purchased a color that closely matches their natural skin tone.
