I've done it with a friend before. It was the neighbor's dogs though. There were five of them. That was fun!!! Everyone needs to do that kind of thing at least once.
I have been known to in the past. I had a black and tan coonhound once, and they don't 'howl' until they're a year old. I heard mine 'cut loose' with a long, wild howl one night at 3 in the morning. The phone started ringing ... it was every neighbor ... all calling to 'congratulate' me on my dogs beautiful howl! No one complained, and after that he howled only when out and it was 'getting dark' ... and NEVER howled in the middle of the night again.

I was howling like a werewolf one time while we were waiting for the bus. (Lived out in the country). I was trying to scare my younger brother and of course he was getting scared and mad, and I kept doing it.... pretty soon a friggin' bear came out of the woods about 200 yards up the road. Luckily the bus was coming and it went back to whatever it was doing in the woods. I've never howled to annoy someone since!
