I had the same problem, I called the cops they arrested her the second time, because she had had fight with everyone but me in this neigborhood. She even had a fight with our other neighbors who happens to be a cop.
So call the cops, she also has her kids running in our driveway. Try and get even first if you want to.
I'd probably go over and join them! But in your case your not a lover and seek revenge so...call the cops and complain, the only worry is you'll be known as that old grumpy neighbor.
If my next door neighbor had a wild party and I got no sleep it would be because I was there, my neighbor is my cousin/best friend.

I would anonymously pimp out their teenage daughter on the dad's my space page. Then I would invite all of the guys in her school and her "John's " to their house for a surprise party, SURPRISE
I would have about 20 pizzas delivered to the SURPRISE party, of course being payed for by the occupants of the said noisy home. I would take turns sending the whole family anonymous, random, thought-provoking emails, just to play with their mind.
