I've heard that it doesn't really matter int the U.S., the active ingredients are mostly the same.
If this is true, the cheapest brand per oz possible should do nicely, except 'flavor makes a difference (usually).

Actually, I have psoriatic arthritis, so the first thing I look for is will it irritate my lips? Only clear gel pastes are the ones I can use. White paste rips my lips up so badly they bleed. No kidding.

I buy a Colgate fluoride paste, whitening, tartar control. I also use a Rembrandt whitening paste every day, too.
