I'm not. My girlfriend is from Italy and is a non native speaker. I am very patient and understanding with them as far as I am concerned.
I am not rude to non English speaking questioners. If I can understand their question I answer them properly.

I think it is because they want to feel better than them or they enjoy to let someone down.

I am Vietnamese, so that I speak english unfluently, but I thought that The Language is the brigde which let your business with your partners more easily.
Take heart that not everyone is! Those are rude may also be rude to everyone else or be just narrow minded, to be a foreigner in any country one should develop a thick skin and a sense of humour to survive. Sometimes the English say things which do cause great offence to outsiders but are really just intended as a playfull even friendly gesture, we're odd that way, it's our problem not yours! I hope you enjoy learning our ways, we don't bite much really!
