Depends on what they're supporting. If it's a group of terrorists (For example) , they're taking the same way as their leader and need to be punished.
i think if the leader had succeed they to would succeed too so it is only fair for them to work as a team in both good and bad..!! and see the leaders mistakes as a groups mistakes and go from there.. =)
I guess at some point the followers must have taken some form of decision to follow the leader so they have to bare some sort of responsibility.
